Cyril Delcombel joined Adaltys in 2013 after being sworn in in 2011.
He assists a mixed clientele of local authorities and public institutions, as well as parastatal and private institutional clients and commercial companies, in both advisory and litigation matters.
A specialist in public contract law, Cyril Delcombel advises in particular on issues relating to the award and performance of public contracts and other public procurement contracts, including judicial expert appraisals, mediation/conciliation procedures and litigation before the administrative judge but also before the Committee for the amicable settlement of disputes or litigation relating to public contracts (CCIRA- Comité de règlement amiable des différends ou litiges relatifs aux marchés publics).
Cyril Delcombel teaches in this field within the Master’s programme in Public Sector Management and Public-Private Partnerships (MSP3P) at SCIENCE PO LYON.
Cyril Delcombel has also developed a particular expertise in commercial litigation and industrial risks before the courts.
He intervenes more particularly before consular judges (Commercial Court) but also before ordinary courts (Judicial Court) and Courts of Appeal.
Cyril Delcombel also assists players of the energy sector, particularly in the areas of grid connection and the sale of electricity from renewable sources.
He is also a member of the admission juries for the EM LYON Business School.
